CLIMAT TEMP radiosonde reports are in the following format:

1 x Header:
      MM   YYYY     BB   SSSS       H PRESSU TEMPER DEWPOI 

Where:
MM     = month
YYYY   = year
BB     = WMO block number      
SSSS   = WMO station number
H      = reporting hour: 1=00UTC, 2=12UTC, 3=00 & 12UTC, 4=06UTC, 5=18UTC, 9=00, 06, 12, & 18UTC
PRESSU = Station level pressure (hPa)
TEMPER = Station level air temperature (degC*10)
DEWPOI = Station level dewpoint (degC*10)

11 x standard levels 850, 700, 500, 300, 200, 150, 100, 50, 30, 20, 10hPa:
                                      HEIGHT MISTEM TEMPER DEWPOI MISWIN STEADI DIRECT WSPEED 

Where:
HEIGHT = Geopotential height (m)
MISTEM = Number of days in month without temperature observations
TEMPER = Air temperature (degC*10)
DEWPOI = Dewpoint temperature (degC*10)
MISWIN = Number of days in month without wind observations (0-9 where 9 means 9 or more missing days)
STEADI = Wind steadiness factor (0-100)
DIRECT = Wind direction (degrees from North)
WSPEED = Wind speed (m/s)
